Map rotation

I am not satisfied with the map voting system. In my view, voting a map is pointless because not many players participate in voting next map. I have noticed that most of time only 20-30 % players vote next map. The ones who vote the next map always pick up competitive maps like braundorf, delivery, library, radar etc. New or maps that suitable for public players are chose rarely. Is there any possible way to renew the voting system or just put automatical map rotation system to our main etlegacy server?

I am so fed up playing the same boring comp maps all over again.
