U have "r_mode" twice in your config. one with "-1" (Custom) and one with "4". Removing it wont help your FPS tho. The GT 1030 isnt meant to be a playing card, but rather a Multimediacard. Thats the main problem there...consider changing this Card to something more playable. Oh and make sure the Graphics Drivers are updated. If that also doesnt help... Suggestions: Nvidia GTX 1050Ti Radeon RX 570 Those are powerful enough to run almost all Games very well whilst still being relative inexpensive (120-140€). If you dont have Money or dont want to buy anything, ur best go would be to lower your Resolution...800x600 should improve the FPS quite a bit.
